This Week: Congress begins debating and voting on a bill to restore all of the Planned Parenthood funding that Trump cut!
This year, Donald Trump did something that every Republican has promised, but failed to deliver: He defunded Planned Parenthood and hundreds of other abortion providers around the country.
Trump did it by placing new restrictions on Title X funding. This is the funding that the Federal government allocates for family planning services. President Trump's new Protect Life regulation officially prevents Planned Parenthood and other abortion clinics from accessing 280 million in these Federal funds.
The Trump administration declared that if clinics want to continue accessing this family planning grant program, they need to stop referring or performing abortion procedures. It was already illegal for Federal funds to go towards abortion procedures. This new rule expands that ban to abortion providers as well.
Here is where it got really surprising. Instead of appealing, Planned Parenthood simply accepted the ruling. They voluntarily withdrew from the Title X program so they could continue providing abortions. At first glance, it appeared like we had won. Planned Parenthood and other abortion providers had lost access to hundreds of millions in funding and this money was instead re-routed to pro-life health clinics that care for women without providing abortions...
But like always, the Left was scheming behind the scenes. Planned Parenthood spend millions lobbying Congress to reverse Trump's order and give them their funding back. And after months of pressure, the Democrats have just released their plan to do just that!
Congress now has less than three weeks to pass 12 government spending bills or else the Federal government will shutdown. One of those bills is the Department of Health and Human Services Appropriations Act of 2020.
This legislation will govern almost all of the Executive Branch's healthcare spending over the next year. Congress has to pass this bill, otherwise the Federal government will shut down. Since this bill controls Medicare and Medicaid spending, it is considered a must pass bill.
It also doesn't usually get any media coverage. While all eyes are on the border wall spending in the Homeland Security and Defense spending bills, Democrats are hoping they can slip the HHS funding bill through without anyone reading it...
And that is because they have added an amendment designed to not only restore, but actually increase Planned Parenthood's Federal funding! The poison pill amendment is on pages 49-50. It says that
"The Secretary shall carry out section 1001 of the PHS Act solely in accordance with any regulations or other conditions or instructions established by the Secretary pursuant to the authority under section 1006 of the PHS Act that applied as of January 18, 2017, to grants and contracts awarded under section 1001 of the PHS Act..."
What does this mean? This one sentence would force the Trump administration to disburse Title X funding according to the regulations that were in place on January 18, 2017, two days before Trump was sworn in. Yes, this provision would literally reinstate the Obama administration's abortion policy!
Here is the bad news: Democrats have already rallied around this amendment in the House. And in the Senate, so-called Republicans Lisa Murkowski (R-AK) and Susan Collins (R-ME) have already said they plan to vote to restore Planned Parenthood's funding. Since they sit on the Appropriations Committee, they represent the two GOP votes that Senate Democrats need to add this amendment to the spending bill. And they have already caved.
The only question is whether the or not the GOP, and to so-called moderate Democrats, will allow the radical left to push this through...
Starting tomorrow, Congress has only scheduled 10 working days before the government shutdown deadline. In that time, they have to pass 12 government spending bills, including the Health and Human Services Appropriations Act.
Here at Conservative Daily, we like to avoid unnecessary hyperbole. But in this case, we are really talking about legislation with life-or-death consequences.
In addition to restoring Planned Parenthood's funding, the bill would also authorize an additional 114 million for the Title X funding. Right as we have the abortion industry on its heels, Democrats want to reward them with almost 400 million in Federal funds.
And the Left has already secured Yes votes from Senators Collins and Murkowski. They are saying they have the votes in both chambers to force this bill through as-is. And the GOP isn't even putting up a fight...
That is why I am calling on all Conservatives to rise up and put a stop to this madness.
If you care about protecting the unborn... If you believe that the Federal government has no business funding abortion clinics... and if you want to stop Democrats from dragging us back into the Obama years, then I am calling on you to join our campaign today and help us bombard Congress with a quarter million FaxBlasts to kill this anti-life amendment before it's too late!
The Left has spent millions on lobbying to get this anti-life amendment added to the spending bill. Now, they are just days away from winning.
