It was only a matter of time. The minute that Paul Ryan announced he was not seeking re-election, we knew that it was coming: an amnesty surrender.
Paul Ryan has never backed the President's immigration agenda. He has always promised to block it.
Now that he doesn't need to worry about being voted out, he is going full "liberal" on immigration.
A group of 20 pro-amnesty Republicans had been threatening to use a discharge petition to circumvent Paul Ryan entirely to force a vote on their amnesty bill.
This week, Ryan has been trying to pressure them to stand down. But we have just learned that he has relented.
Paul Ryan is offering the Left and Establishment Republicans a chance to vote on two separate bills: a clean amnesty bill and a second bill to reform legal immigration and approve -- but not fund -- Trump's border wall.
Approving the border wall means nothing if the funding isn't appropriated. We saw last year what happens when the budget comes up for a vote. Ryan and McConnell caved on practically all of the Democrats' demands to get them to approve the budget. Naturally, the budget included a ban on border wall construction funding.
Of course, the vote on the amnesty bill would come first and Democrats are refusing to allow a border security bill to reach Trump's desk until he signs off on the amnesty one.
This is how it always goes. The amnesty passes and the border security and tough immigration reforms get left on the cutting room floor.
This is a complete surrender and it CANNOT be allowed to happen!
President Trump is holding firm. He dragged the GOP leadership into the White House this week and ordered them to pass his immigration agenda.
That means shutting down sanctuary cities, ending the immigration lottery to shift to a merit-based system, and ending chain migration. That also includes full funding and approval for the border wall.
Yesterday, Trump again issued the ultimate threat to the cowards in Congress. If they do not fully fund and authorize border wall construction, he will shut down the entire government.
Ryan and McConnell, on the other hand, are pushing this two-bill approach. They know that if they get the amnesty their big business lobbyists want, they can pull the border wall and immigration reform bill before it reaches Trump's desk.
This is what happened in the 1980s. Congress passed border fence funding and an amnesty bill. Ronald Reagan signed them both and Congress immediately defunded the fence.
In 2006, immigration reform again came up for a vote in Congress. In exchange for loosening enforcement against illegal immigration, Congress passed the Secure Fence Act. Immediately afterwards, they pulled the funding to block it from being built.
Now, they're trying to do it again.
The pro-amnesty discharge petition already has 20 out of the 25 Republican signatures necessary to force a vote. Paul Ryan doesn't want to be embarrassed so he is offering to give them what they want anyway.
Their plan is to force Donald Trump to sign the amnesty bill and then torpedo the enforcement legislation.
All of this is happening right now. They think they can get away with this without facing the wrath of the American voter.
Prove them wrong!
Sincerely,
Joe Otto
