This week, the Kenosha County Sheriff's Office was responding to calls of rioting, looting, and arson when they were stopped by at least two "protesters" armed with semi-automatic rifles. The protesters did not want to let these law enforcement officers reach the crime scenes and were literally blocking their path.

Luckily, the officers involved were safe inside an armored vehicle, likely given to them through the Pentagon's 1033 program, and were able to use tear gas (also likely provided through 1033) to clear the road.

Every year since 1990, the Department of Defense has used Program 1033 to give America's police departments surplus equipment such as firearms, ammunition, less-than-lethal weapons (like tasers or batons), drones, tear gas canisters/launchers, and armored vehicles. The 1033 program is a win-win. The Pentagon saves money by offloading old and unused military equipment and police departments (and local taxpayers) get to equip their officers without having to pay retail prices for the gear.

Last year, 42 armored vehicles were given to police departments in Wisconsin (and at least one of those vehicles went to Kenosha). Police departments rely on this surplus to keep their officers safe and the only way most can afford BearCats or MRAPS is through the 1033 program.

Over the last three months, we have seen law enforcement agencies across the country use their 1033 equipment to save lives, protect property, and restore order. It puzzles me why so many of your colleagues believe now is the time to shut this Pentagon program down...

Democrats are now advancing a bill called the Stop Militarizing Law Enforcement Act. They plan to attach this legislation as an amendment to the annual defense appropriations bill

The legislation would cut off police departments' access to the 1033 program. Police departments would no longer be able to acquire surplus weapons, riot equipment, or armored vehicles. They would either need to leave their officers unprotected or purchase the gear at retail prices...

It would also require that the Pentagon claw-back disbursed equipment whenever a police department becomes the subject of a human rights investigation. Just so we are clear: Because a Kenosha Police Officer is being investigated for shooting Jacob Blake, this bill would force Kenosha Police to give up their Pentagon-sourced riot gear until they are cleared of any wrong-doing. Right when police departments need their riot gear the most, this legislation would strip it away...

I cannot fathom how anyone could possibly believe that now is the time to disarm and defund American police departments. Now is the time to be supporting law enforcement, not pulling the rug out from under them.
