Yesterday, Donald Trump officially notified the United Nations of the United States' intent to withdraw from the Paris Climate Treaty.

As you know, former-President Obama signed the agreement without complying with the Constitution's Treaty Clause. He did not seek Congress' advice or consent. The treaty was never ratified, but Obama began to disburse billions in funding and implement its terms by executive order.

President Trump ordered the United States to withdraw from the Treaty and vowed that Taxpayer funds would no longer go to the radical UN program. But under the terms of the agreement Obama signed, the US cannot finalize the withdrawal until November 4, 2020, one day after the next Presidential election.

Obama had no right to sign the treaty in the first place. Donald Trump has every right to withdraw from it.

But your Democrat colleagues have found a way to stop Trump from finalizing the withdrawal. They have hidden an amendment on Page 220 of the State Department, Foreign Operations, and Related Programs Appropriations Act that would make it illegal for the Trump administration from sending the final withdrawal notice.

It reads, "None of the funds appropriated or otherwise made available by this Act, or prior Acts making appropriations for the Department of State, foreign operations, and related programs, may be used to provide formal notification under Article 28 of the Paris Agreement of the withdrawal of the United States from such Agreement."

Make no mistake: Barack Obama had absolutely no legal or constitutional right to commit the United States to this international agreement. But if this new provision becomes law, President Trump would be powerless to do anything about it. Not only that, but Trump would be required to disburse the $3 billion in discretionary funding that Obama promised the United Nations...

This is a horrible abuse of Congress' appropriations powers. When the Founders gave Congress the Power of the Purse, they never intended for it to be used to help bypass the Treaty Clause.

The government funding deadline is fast approaching. This bill must get passed in the next week in order to avoid a government shutdown.

I am demanding that you strip this amendment out of the legislation and stop it from becoming law. And if this bill reaches the floor as-is, you must vote it down. No matter what it takes, you must stop this poison pill provision from becoming law.

You swore an oath to defend the Constitution. That includes the Treaty Clause.

If you refuse to honor that oath, we will have no choice but to remove you from office...
