This week, the Trump administration announced that the government will begin enforcing a 1886 immigration law as-written. For the last 137 years, it has been illegal for immigrants to become permanent residents if they are "likely at any time to become a public charge."

But in recent years, this provision has been under-enforced. Immigrants were approved for green cards even though they need food stamps to feed themselves, need government assistance to afford housing, or have no job prospects.

Trump's new order is common-sense. Charitable immigration programs focusing on refugees and asylum seekers will continue. But if someone wants to voluntarily move to the United States, they would need to be able to support themselves and their family.

Why is this controversial? Why is it controversial to say that if people want to come to the United States, they should not burden our welfare programs?
