During the El Paso shooting, Army PFC Glendon Oakley emerged as a hero. He used his concealed handgun to bring 13 children to safety.

Armed law abiding citizens protect this country every single day. They stop muggings, robberies, assaults, and yes, even mass shootings. Research shows that simply knowing that there are concealed carriers out there forces criminals to think twice about committing certain crimes.

Armed civilians have prevented and stopped countless mass shootings. But today's patchwork system of carry laws makes it impossible for any law-abiding American to exercise their rights nationwide.

Currently, there is no way for a civilian to legally carry a firearm in all 50 states. It doesn't matter how many permits they have. States like California, Illinois, New York, New Jersey, Maryland, Massachusetts, Connecticut, Rhode Island, Oregon, and the District of Columbia refuse to honor any out-of-state carry permits.

More than a quarter of all Americans also live in states that refuse to issue carry permits to their own residents. It doesn't matter how much training they have... it doesn't matter that they have a clean record... these liberal states don't believe that civilians should be allowed to defend themselves in public.

In 1868, Congress ratified the 14th Amendment to stop this kind of injustice. The 14th Amendment says that whenever states are caught violating the rights and liberties of Americans, Congress has the power to take action.

I am demanding that you finally pass the Concealed Carry Reciprocity Act. This legislation would give nationwide reciprocity to concealed carry permits and licenses. If you are allowed to carry in one state, then you would be allowed to carry in every state.

But the bill would also create a way for law-abiding citizens in anti-gun states to bypass unconstitutional carry bans and obtain non-resident permits from Utah or Florida to allow them to carry nationwide... including in their home state.

You and your colleagues are right now negotiating a package to strengthen background checks and ensure that criminals and the mentally ill are not allowed to buy a gun. Concealed carriers have already passed this test. Concealed carriers are the most law-abiding citizens in the entire country.

You shouldn't be targeting law-abiding Americans with these new confiscation and gun ban proposals. If you want to keep the country safe, you need to empower us to defend ourselves and our communities. The Concealed Carry Reciprocity Act would do just that.

As you know, you swore an oath to uphold and defend the Constitution. This is your chance to do just that by passing the Concealed Carry Reciprocity Act.

But if you ignore this call and decide to chip away at our gun rights instead, I promise that you will regret it...
