Last week, the Trump administration announced that health clinics would no longer have access to Title X family planning funds if they refer for or perform abortions. The regulation clarifies that Federal funding can not be used to fund or facilitate abortion procedures in any way.

This complies with the spirit of the statute. Federal law prohibits funding from being used on abortion procedures. It only makes sense to also block the funds from going to abortion clinics. Planned Parenthood responded by firing their President and dipping into their emergency funds so they can stay in business.

But a week after the Trump administration made this announcement, HHS sent out another letter to the country's abortion clinics clarifying that the department did "not intend to bring enforcement actions" right away. Instead, clinics will get to keep their funding until September 16.

That date is important because it comes just two weeks before the end of the fiscal year. That means that the bulk of this regulation will be governed under next year's HHS Appropriations Act.

As it stands right now, the House version of the Health and Human Services Appropriations Act includes a provision to block the Protect Life rule from going into effect. The amendment would force Trump to re-adopt the Obama-era Title X regulations that were in place on January 18, 2017. It is a disgusting abuse of Congress' appropriation powers.

If this bill passes, Planned Parenthood would only lose its funding for 14 days... Then, not only would the funding be restored, but the Title X program would be increased from $280 million to $400 million.

In the Senate, Susan Collins and Lisa Murkowski have both gone on record that they oppose this regulation. Since they sit on the Senate Appropriations Committee, they have the power to join Democrats and push this radical amendment through...

After last night's debt ceiling deal, the radicals on the Left believe they can also force Establishment Republicans to cave and restore Planned Parenthood's funding.

You cannot allow this to happen. You cannot allow this funding to be restored.

I am demanding that you remove every poison pill amendment from this spending package. If Democrats insist on bringing it to the floor anyway, then you must vote down the spending package. Whatever it takes, you must preserve President Trump's "Protect Life" order.

If you won't stand for the unborn, I will have no choice but to stand against you and remove you from office.
