Tucked away on Page 220 of the State Department, Foreign Operations, and Related Programs Appropriations Act is an amendment that would make Obama's signature on the Paris Climate Treaty permanent. The provision would block Trump from formally withdrawing the US from the treaty under Article 28.

I am demanding that you strip this provision from the bill. I don't care what it takes. You CANNOT allow this amendment to survive and become law.

As you know, former-President Obama signed the agreement without complying with the Constitution's Treaty Clause. He did not seek Congress' advice or consent. The treaty was never ratified, but Obama began to disburse billions in funding and implement its terms by executive order.

President Trump ordered the United States to withdraw from the Treaty and vowed that Taxpayer funds would no longer go to the radical UN program. But under the terms of the agreement Obama signed, the US cannot formally withdraw until November 4, 2020, one day after the next Presidential election.

But many of your colleagues aren't willing to chance it. That is why they have slipped this provision into the spending package.

"None of the funds appropriated or otherwise made available by this Act, or prior Acts making appropriations for the Department of State, foreign operations, and related programs, may be used to provide formal notification under Article 28 of the Paris Agreement of the withdrawal of the United States from such Agreement."

Obama had absolutely no legal or constitutional right to commit the United States to this international agreement. But if this provision becomes law, President Trump would be powerless to do anything about it. Not only that, but Trump would be required to disburse the $3 billion in discretionary funding that Obama promised the United Nations...

This is a gross abuse of your appropriations powers. When the Founders gave Congress the Power of the Purse, they never intended for it to be used to help bypass the Treaty Clause.

This bill is coming up for a vote. You must strip this amendment from the legislation and stop it from becoming law.

You swore an oath to defend the Constitution, not chip away at it. If you won't honor that oath, you have no business serving in any capacity...
