On Monday evening, the Trump administration officially began blocking abortion clinics from accessing $280 million in Title X family planning funds.

The President's Protect Life regulation clarifies that clinics cannot refer or perform abortions if they want to access the funds. If organizations like Planned Parenthood want to continue to receive the funding, they need to physically separate their healthcare and abortion businesses.

The reason for this is because money is fungible. Once funding hits their bank accounts, it is impossible to guarantee that it isn't being used to facilitate abortions. If you give Federal tax dollars to an abortion clinic, then you are facilitating abortions. That is simply a fact.

Trump's new regulation just says that if Federal law bans the Federal funding of abortions, then it also demands that funding to abortion clinics be cut off too.

For decades, Congress has passed the Hyde Amendment to make sure that Treasury funds are not used to pay for abortions. That is because the majority of Americans do not want their hard-earned tax dollars being used to prop up the abortion industry. Planned Parenthood and abortion organizations have used accounting tricks to get around these restrictions. Trump's order puts a stop to that once and for all.

Many of your colleagues are now scrambling to get Planned Parenthood's funding restored. They have introduced an amendment to this year's HHS appropriations bill that would force the Trump administration to disburse Title X funds "pursuant to the authority under section 1006 of the PHS Act that applied as of January 18, 2017."

You must kill this provision. I don't care what it takes. I don't care what you have to give up. You cannot allow this one-sentence provision to survive and reach Pres. Trump's desk.

This single sentence would force the President to re-adopt all of the Obama administration's Title X regulations. It would be like Obama never left office... This is a gross abuse of Congress' appropriation powers.

If Planned Parenthood and other abortion clinics want to stay in business, then they must do so without Treasury funds. The American people simply will not stomach for Federally financed abortion clinics.

If the largest abortion provider on earth warns that they will go bankrupt without access to $280 million in Title X funding, then that funding was being used to facilitate abortion procedures.

Let me be absolutely clear: If you sign off on this plan to restore Planned Parenthood's funding, then you will lose my support, my vote, and you will be removed from office!
