H.R. 38 - The Concealed Carry Reciprocity Act - is the most pro-2nd Amendment bill ever to reach the floor of Congress.

The bill's premise is very simple: when the Founders wrote the "right to bear arms" into the 2nd Amendment, they meant for it to apply nationwide and not simply in someone's home state.

There is currently no legal way for non-law enforcement to bear arms in every single state. Even possessing multiple concealed carry permits from multiple states only gets you round 40 states of coverage.

This bill would declare that a carry permit from any state must be recognized in every state. In addition to fixing the country's patchwork reciprocity system, the Concealed Carry Reciprocity Act also restores carry rights to the 26% of Americans living behind the gun control iron curtain.

For far too long, anti-2nd Amendment states like New York, New Jersey, and California have been allowed to ignore the right to bear arms and arbitrarily block their residents from carrying firearms for self-defense. This legislation busts through these century-old unconstitutional state laws by allowing Americans to bypass their state governments entirely and obtain non-resident permits from Utah or Florida instead. Then, those permits would be good nationwide... including in their home state!
