JULY 19th, 2012 – The Senate convened at 9:30 a.m. today.  In case you were not watching the floor, Leader McConnell asked Leader Reid if the Stabenow/Obama campaign tax bill (S.3364) would be open for amendments.  Leader Reid responded “very doubtful.”  Leader McConnell indicated GOP members would take this into consideration when deciding how to vote on cloture on the bill.  (See unofficial transcript below).

At 2:15 p.m. we will vote on cloture on the motion to proceed to S.3364.  While Leader McConnell had hoped this would be the vehicle by which we would have votes on the Hatch/McConnell bill to extend the 2001/2003 tax cuts and repeal of Obamacare, Leader Reid indicated this morning that it is “very doubtful” we will have votes on these amendments. We expect the 2:15 p.m. vote to be the last vote of the week.

The House passed their sequestration transparency bill (H.R. 5872) yesterday by a vote of 414 – 2.  We plan to begin the Rule 14 process for that bill today in the Senate.

Potential  legislative items for this work period:  Cybersecurity; DOD Authorization, and Obamacare repeal (H.R. 6079) (This continues to be a priority for Leader McConnell).

Next scheduled Senate recess:  August 6th – September 10th

MR. McCONNELL: COULD I ASK THE MAJORITY LEADER ONE QUESTION RELATED TO THE VOTE WE’RE GOING TO HAVE LATER TODAY. A NUMBER OF MY MEMBERS ARE ASKING IN CONNECTION WITH VOTING TO PROCEED TO THE BILL WHETHER THE BILL WILL BE OPEN FOR AMENDMENTS.

{09:36:07 NSP} (MR. REID) { NOT AN OFFICIAL TRANSCRIPT }

MR. REID: THE ONLY AMENDMENTS THAT I HAVE SEEN, ARE THREE IN NUMBER. THAT THE REPUBLICANS HAVE SUGGESTED. TO DO AWAY WITH THE AFFORDABLE CARE ACT, TO REESTABLISH THE BUSH TAX CUTS AND THEN THE HATCH TAX MEASURE. THAT, MR. PRESIDENT, AS HAS BEEN THE TRADITION HERE WITH REPUBLICANS, HAS ABSOLUTELY NOTHING TO DO WITH OUTSOURCING. SO UNLESS REPUBLICANS GET SERIOUS ABOUT LEGISLATING ON — ON THE LEGISLATION WE HAVE, THE ANSWER WOULD {09:36:38} (MR. REID) { NOT AN OFFICIAL TRANSCRIPT } BE VERY DO YOU FEEL. — VERY DOUBTFUL.

{09:36:45 NSP} (MR. McCONNELL) { NOT AN OFFICIAL TRANSCRIPT }

MR. McCONNELL: I WOULD SAY APPARENTLY THE BILL WILL NOT BE OPEN FOR AMENDMENT AND WE’LL TAKE THAT INTO CONSIDERATION IN DECIDING WHETHER OR NOT TO — TO SUPPORT CLOTURE ON THE MOTION TO PROCEED.
